Transliteration
l s¹krn bn {s¹}{w}r bn hf bn ʾṯʿ h rḍy ġnmt m- ḥwlt h- s¹trt {k}- {s²}r{ḥ}
Translation
By S¹krn son of {S¹wr} son of Hf son of ʾṯʿ O Rḍy [grant] booty from Ḥwlt [to him belongs] the shelter [and he was present at] the rugged place

Interpretation

Commentary
This is clearly one text. Most of the letters at the beginning and the end of the inscription have been joined by drawing a straight line through them though those of the first name have also been ligatured to each other.
