Translation
By {Ys¹mʿl} son of {ʾnhk} son of Zmhr son of Bʾs¹h and he was hungry and cold this year and so O Bʿls¹mn {[grant] relief} and revenge on enemies {and} blind whoever {scratches out} [the inscription]
