Translation
By Mʿrs¹ son of ʾs¹d of the lineage of Wq---- {and he grieved} for Mqm son of Mrbḥ and was reluctant against [death]

Interpretation

TRANSLATION Maʾani and Ṣadaqah: "By Mʿrs¹ bn ʾs¹d of the tribe/clan Wq[xxx] and he pushed Mqm son of Mrbḥ (toward), and he casted the sand of Mn".
