Translation
By ẖnq son of Ṣbḥ and O Rḍw help the {leader} [or commander]

Interpretation

Commentary
fzʿ: This verb is unattested and seems to compare with the Arabic fāziʿa, to succour, help (Hava p. 561). hd{y}: The final letter looks very much like a l or a n. Upon close inspection, there seems to be a thicker section on one end, which leads to the reading y.
