l qnʾl bn ḥbk w tnẓr h- {ʾ}ḫl
Translation
By Qnʾl son of Ḥbk and he watched the {valleys}

Interpretation

Commentary
One fork of the ʾ is covered by an abrasion.There are light scratches covering the middle part of the inscription. ʾḫl is probably the plural of nḫl “valley”, in which the [n] has been assimilated, as in ʾfs¹ < ʾnfs¹.
