Translation

By ʾʾs¹d son of Mḥlm son of Rbʾl son of ʾnʿm son of ʾs¹ and he camped here while he awaited the rains, so, O Bʿls¹mn, send the winds; and may he who would efface this {writing} be scorched by fire.
