l ḫlf bn ṯbn bn mnʿm w ṣyr w ts²yq l- ḥbb f hy lt ʿwr l- m yʿwr ʾ- s¹fr
Translation
By Ḫlf son of Ṯbn son of Mnʿm and he returned to a watering place and he longed for a friend and so O Lt [inflict] blindness on whoever scratches out the writing
