Translation
By Ḫlṣ son of ʾknt and he found ʾlqt and so O S²ʿqm {r}s¹mḥṭḏs²mnbʾhhʿlf

Interpretation

Commentary
The letters are mainly clear but it is difficult to make sense of them. Note this is one of a handful of examples of the divine name s²ʿ-h-qm spelt s²ʿqm, see for instance KRS 56, 344, 1886, etc.
