Translation
By Klb son of {Rḍ----t} is [the drawing of] the {oryx}

Interpretation

Commentary
Some of the letters are damaged. One end of the penultimate letter is covered by a hammer mark and it is possible that it is a ʾ, ṣ, or h. The word dṣy is found referring to a drawing of an oryx in SIAM 26. However, there is no sign of a drawing of one here. An alternative explanation of the final word is that it is a nisbah but no group with a name *ʾl dʾ(t), dṣ(t), dh(t) is known.
