l ʿlm bn ẓnʾl bn ʿlm w mrd ʿl- h- mlk grfṣ f h lt fṣyt ks¹r h- s¹ls¹lt
Translation
By ʿlm son of Ẓnʾl son of ʿlm and he rebelled against king Agrippa and so O Lt [grant] deliverance of the breaker of the chain
