Translation
By Glf son of ʾs¹d son of ʿmrt son of Lqf son of Lbʾt son of ʾḥgr son of Frhz and O Rḍy {blind} whoever scratches out the writing

Interpretation

Commentary
All the r's except that in ʾḥgr and all the m's are decorated with short lines across them. There is a hammer mark over the first ʿ following the deity's name.
