Transliteration
l nʿmn bn ʿbd bn nʿmn bn kn h- ḫṭṭ f h lt w bʿls¹mn w s²ʿhqm bʾs¹ l- ḏ ʿwr mʿl- ḥwq w ḏ kf -h
Translation
By Nʿmn son of ʿbd son of Nʿmn son of Kn is the carving and so O Lt and Bʿls¹mn and S²ʿhqm [send] despair to whoever scratches out because of jealousy and whoever kf -h

Interpretation

Commentary
There are some lightly scratched shapes below the hind legs of the horse which might be practice letters.
