l mlk bn zbd bn mlk ḏ- ʾl bʿʾyt ḏb{ḥ} dm ʾmr bn ṣʿb
Translation
By Mlk son of Zbd son of Mlk of the lineage of Bʿʾyt {he sacrificed} the blood of ʾmr son of Ṣʿb

Interpretation

Commentary
The lineage name, bʿʾyt, seems implausible and the copy may be at fault. The most obvious interpretation of the word dm after ḏbḥ would be "blood", though so far this would be the only reference to human blood sacrifice in these inscriptions.
