Translation
By Mnʿ son of tmʾl and he pastured the raḥaba on spring herbage with a hybrid ... in the year that ? (was) killed ----

Interpretation

Commentary
bql: a n may be read above the b and before the q, which would give the reading b nql, meaning 'by the rain water floods'. The stone being quite damaged however, this mark might be disregarded. [Joseph O'Hara] snt qtl...: it is not clear from the photographs whether this is indeed a continuation of the same inscription (this reading) or whether it is part of an inscription now lost. [Joseph O'Hara] See Macdonald (in press, a) for the reasons for translating ʿ(y)r in Safaitic as a hybrid, that is a "mule" (the offspring of a male donkey x female horse) or a "hinny" (the offspring of a male horse x female donkey).
