Interpretation

OCIANA 1: l ʾs¹ly bn bqlh bn {ʿ}mlq [bn] mrn, trans. 'By ʾs¹ly son of Bqlh son of {ʿmlq} [son of] Mrn.'

Commentary

The interpretation of this text is extremely unclear. The first name can also be read as ʾs¹{r}{y}, which has been attested only once before. If we understand the second name to conclude with the final letter of the first line, h, then it produces a new anthroponym, bqlh. There is a dot preceding the b, but it appaers to be a flaw on the rock. Because bql is a common name, the subsequent h might indicate the start of a new clause. Nevertheless, the bn immediately following would more convincingly support interpreting bqlh as a single name. What follows the second bn 'son' is a series of six glyphs. They can be parsed into two names, ʿmn and qmrn, requiring us to supply a missing third bn. OCIANA 1 read the {n} as an {l} and produced the name ʿmlq, which is not previously attested. The putative l, however, lacks a hook and is otherwise identical in shape and length to the clear previously written n's. Given this, we should disprefer the introduction of a new name, especially one with such historical consequences, based on the uncertain reading of a glyph and instead identify the sequence as the well-attested name ʿmn. This would leave the letters qmrn, which produces a well-attested name as well. 

There is a cartouche surrounding the text with a circle hammered on it after the last n. It is not clear whether it is a letter or part of a letter. There are scratched seven lines outside the cartouche and a hammered rayed star inside.
