This text is paleographically in between Script 1 and 2. The bolt-shaped n has evolved into a straight line while the r of Script 2 has been reduced in length, almost achieving the dot shape of script 1 (Al-Jallad 2025d, e). The text features several recurring roots but is not entirely formulaic. The translation here is offered provisionally until a more precise sense of some of these terms comes into focus.

w s¹lm: This noun 'security' is best understood as forming a verbless clause with the predicate introduced by the preposition l-. 

s¹lf: This is perhaps a verb or an adjective, possibly meaning 'to come to an end' (Lane, 1407). The root has been previously attested in Dhofari 1a, KMH 34-38, in a prefix conjugated verb which is best understood as 'to pass by'.

bn: The construct plural of br; see Script 1a DhSh 3.

ḥdy: Context suggests this is a group name.

s¹b: a suffix-conjugated verb 'to afflict, be afflicted with'; compare with Sabaic s¹b 'to afflict' (SD, 123). 

ʾrn: Likely a collective noun 'goats'; compare with Modern South Arabian, Mehri, rawn Jibbali, εrun (Johnstone 1987: 7). 

mrḍ: The common Semitic word for illness. It has appeared in Script 1a (KMH 34-38). The same text attests the prefix conjugation of s¹lf indicating that the collocation of both roots is not coincidental.
