Translation
By {Dḥml} son of {Ḥʾs¹ʾ} son of M---- son of Flṭt and he was taken prisoner and so, O Yṯʿ, [grant] relief

Commentary
The first ḥ has been turned into a w. The second l looks like a ġ.
