Interpretation

Apparatus Criticus: TEXT Jaussen & Savignac followed by Eskoubi read only ʿzrʾl.
Commentary: It is possible that the vertical line at the end of the first name is a word-divider. The apparent two dots near its base, which make it look like a ḥ may be part of the damage to the lower parts of several of the letters. The identification with JSTham 405 is not at all certain.

Associated Signs: Near the beginning, a long vertical line with one pair of upward-pointing diagonals a quarter of the way down and a dot on each side of the base.
