Translation
By Whbʾl son of Mḥlm son of Rbʾl son of ʾnʿm and he stayed near permanent water in {this} valley the year ------{s¹}ṭrky and he waited for the rains {and so} {O} Bʿls¹mn [grant] relief from adversity and [give him] security and blind {whoever} {may scratch out} the inscription
