Translation
By ʾs¹wdn son of S¹rḫn and he pastured the valley in the season of the later rains and O Yṯʿ [grant] deliver [him] from distress.

Interpretation

Commentary
The author appears to have carved a l or a h after the b of bʾs¹ and then tried to correct it to a ʾ before giving up and carving the letter again, without scratching out his first attempt.
