Interpretation

Apparatus Criticus
HCH: w ts²ym ʿl- rgl "and he attacked a man (?)" for w tkym ʿl- rgl "and they were gathering at Rgl". Jamme 1971: 21: w rʿy ḍʾn hwtl "And he has pastured the sheep of hwtl" for w rʿy ḍʾn -h w tkym ʿl- rgl". Jamme 1971: 26: ymʿl rgl "[who] was castrating males" for tkym ʿl rgl "and they were gathering at Rgl."
Commentary
On ḥẓy see Milik 1980: 53 n. 4. Macdonald 2009, II: 319 n. 113: on ʾl ḥẓy writing about their sheep. The reading tkym ʿl rgl is clear but its meaning is obscure. We have translated it in the sense of "coming together", on the basis of Arabic K-W-M "to heap up", kūm "a herd of camels" (Hava 1982: 670).Rgl could well be the name of a topographic feature. The Wādī which today is called Wādī Rāǧil is not far from the Cairn of Haniʾ where this text was found.
